Short answer. Moldova's General Inspectorate for Emergency Situations (IGSU) asks households to cope on their own for the first 72 hours of a crisis, with on average 3 litres of drinking water per person per day, 4 litres in hot weather 1. Warnings come by siren and loudspeaker, then radio and TV 1. There is no phone alert system yet 56. The emergency number is 112 1.

Information checked against official Moldovan sources on 20 October 2026. Civil protection is run by the General Inspectorate for Emergency Situations (IGSU), part of the Ministry of Internal Affairs 2. The National Inspectorate for Technical Supervision (INST) carries out state supervision of civil protection, including shelter checks 10.

What is Moldova's official preparedness guide?

IGSU publishes Ghidul acțiunilor în situații de risc – Acțiuni în primele 72 de ore (Guide to actions in risk situations: the first 72 hours), a 33-page PDF dated May 2022, in Romanian 12. It covers supplies, the emergency suitcase, warning signals, utility outages, earthquakes, armed attacks, floods, nuclear and radiological accidents, chemical and biological accidents, and evacuation 1. The pages below summarise it in English, alongside the laws and official statements behind each topic.

What does each Moldova page cover?

Page In short
Emergency supplies 72 hours on your own; on average 3 L of water per person per day, 4 L in hot weather 1
Kit checklist The IGSU list for home supplies and the emergency suitcase, line by line 1
Public shelters 174 civil protection shelters inspected after 2022, all rated unsatisfactory 3; 1,790 inventoried spaces cited in Oct 2026 4; no public map found
Alerts Sirens and loudspeakers, then radio and TV; MD-ALERT (cell broadcast and app) planned for 2027 145
Iodine Tablets held by public health services and released only after a nuclear accident, per a 2022 press report 7
Build a shelter Under the 1994 civil protection law, shelter duties fall on authorities and companies 8; no household rules found
Emergency contacts 112 for every emergency; IGSU, the Ministry of Internal Affairs and INST 1210

Where should I start?

  1. Supplies. Build three days of water, food and medicines at home, and pack the emergency suitcase 1. Start with the kit checklist.
  2. Know the signal. On a siren or loudspeaker warning, turn on the radio or TV and follow instructions 1. See alerts and keep a battery radio.
  3. Know where to go. In an air raid, IGSU points to underground spaces such as basements, cellars and underground car parks 1. See public shelters.

Then put it in writing with a family emergency plan.

What is still being confirmed?

Some points in our Moldovan data are not confirmed and are not presented as fact on these pages:

  • an official online shelter map: the minister said in October 2026 that one exists on the IGSU website 4, but we found none there;
  • current potassium iodide stocks and whether tablets are sold in pharmacies: our only source is a 2022 press report 7;
  • the final text of Government Decision 1012/2023 on operating shelters 9: we could read only the 2022 draft, so there is no separate shelter-standards page for Moldova yet.
