Short answer. In Moldova, warnings are given by sirens and loudspeakers, followed by radio and TV messages 1. On hearing the signal, turn on the radio or TV, stay calm and follow the authorities' instructions 1. There is no phone alert system yet: the government approved the concept of MD-ALERT, a cell broadcast and app system, in March 2026, and it is expected to work in 2027 234.
What should I do when I hear a siren in Moldova?
IGSU's guide says: "La auzirea semnalului sonor de avertizare difuzat prin sirene sau amplificatoare de voce: CONECTAȚI RADIOUL, CONECTAȚI TELEVIZORUL" — on hearing the warning signal from sirens or loudspeakers, turn on the radio, turn on the TV 1. Then:
- stay calm;
- listen to the message that follows on radio or TV;
- follow the authorities' instructions 1.
In an armed attack, the instruction is: "ÎN CAZUL SEMNALULUI SONOR DE ALERTĂ, ADĂPOSTIȚI-VĂ" — when you hear the alert signal, take shelter 1. Go to a room below ground covered by earth, such as a basement, cellar or underground car park 1. See public shelters and the air raid alert guide.
Citizens are legally obliged to know the civil protection signals, under the Civil Protection Law 271/1994, art. 13(6)(b) 5.
Does Moldova send alerts to mobile phones?
Not yet. On 20 October 2026, there was no cell broadcast system and no official warning app in operation 24.
MD-ALERT is the planned public warning system. Its concept was approved by the government in March 2026 4. The 2026-2030 civil protection programme plans its implementation in 2026-2027 through the World Bank disaster risk management project, with USD 5 million for the base channels: cell broadcast and a mobile warning app 2. The system is expected to work in 2027 3.
Until then, instructions come by radio and TV after the siren; IGSU's emergency suitcase list includes a portable radio with spare batteries 1. See the emergency radio guide.
