Peru · Building a shelter

Do you need a permit to build a shelter in Peru?

Peru publishes no rule, permit or declaration requirement for private protective shelters. Official guidance stops at safe zones in the home.

Updated 2026-10-20· 1 official sources

Short answer. Peru publishes no rule, permit or declaration requirement specific to private protective shelters, and no official technical standard or approval scheme for shelters was found. The official guidance is limited to internal safe zones in the home and the family emergency plan of INDECI, the national civil defence institute 1. Any construction project should still go through your municipality and a qualified engineer.

Is there a Peruvian law on private shelters?

None that we found. Our review of official sources found no Peruvian rule that requires a permit or a declaration for a private protective shelter, or that sets specific obligations for one. We also found no official technical standard or approval scheme for protective shelters in Peru. That is why Phaenyx has no "shelter standards" page for this country.

What does official guidance recommend instead?

INDECI's Family Emergency Plan workbook asks each family to identify 1:

  • an internal safe zone, inside the home, near columns and beams and away from glass;
  • an external safe zone, outside, away from objects that could fall;
  • an evacuation route and a neighbourhood meeting point.

For tsunamis and floods, the safe zones are high ground 1. The workbook also walks families through the Survival Combo and a communication plan 1. See our pages on public shelters and safe zones and emergency supplies.

Does a building permit still apply?

No official source we found addresses shelters specifically, so we cannot state which permits apply. A buried or reinforced structure is construction work like any other: the safe route is to ask your municipality, in writing, which permits and inspections apply before you start, and to have the project designed by a qualified engineer.

Who should design a shelter?

A qualified engineer. A shelter has to carry soil and water loads, stay dry and give people enough air; these are structural and mechanical design questions that depend on your site. This page gives no construction instructions. Our guides explain what is involved so you can ask an engineer the right questions:

Where should my family shelter during an earthquake?

In the internal safe zone you identified in advance, near columns and beams and away from glass, if you cannot get out; then evacuate to your meeting point 1. See our earthquake preparedness guide.
