Does Spain have public bomb or nuclear shelters?

Short answer. Spain publishes no public protective-shelter programme. Law 17/2015 on civil protection uses "refugio" only for emergency relief of affected people, and the nuclear emergency plan provides accommodation ("albergue") for evacuees, not protective shelters ¹². Official guidance names confinement, at home or in the building you are in, as the usual protective measure ³.

Is there a public shelter network in Spain?

No. Spain publishes no official protective-shelter network, count or locator ¹². In the civil protection law, Article 16 uses the word "refugio" for emergency relief of affected people, not for a protective structure ¹. In nuclear emergencies, the plan provides accommodation for evacuees in reception municipalities ²⁴.

What should you do instead?

Catalonia's civil protection guidance is explicit: "Tingues clar que la mesura habitual d'autoprotecció és el confinament, és a dir, tancar-te a casa o a l'edifici on et trobis" — the usual self-protection measure is confinement, which means shutting yourself in at home or in the building where you are ³.

Around nuclear plants, residents within 10 km are told to stay indoors (confinamiento) and to follow the instructions of the plan ⁴². In Catalonia's chemical-risk areas, the alert siren means: go inside a building and confine yourself ⁵. Downstream of dams, a different siren means the opposite: leave for high ground and move away from rivers and streams ³.

What are Spain's climate refuges?

Since July 2026 the State runs a network of climate refuges: air-conditioned public spaces against heat ⁶. They are not civil-protection shelters ⁶. The State network covers more than 180 public buildings, open each year from 15 May to 30 September, and the Ministry for the Ecological Transition (MITECO) map lists about 1,100 climate refuges ⁶.

Who decides on protective measures?

Civil protection is shared between the State and the autonomous communities ³. For nuclear emergencies, the Consejo de Seguridad Nuclear advises the director of each provincial plan and proposes protective measures ².
