South Africa · Building a shelter

Can you build a private shelter in South Africa?

South Africa has no permit, obligation or technical standard specific to private shelters. Ordinary municipal building plan approval applies.

Updated 2026-10-20· 2 official sources

Short answer. South Africa publishes no law or official page that sets a permit, declaration or obligation specific to private shelters, and no official technical standard or approval scheme for civil protection shelters. Any structure falls under ordinary municipal building plan approval. Official guidance focuses instead on household supplies and, around Koeberg, on evacuation to mass care centres 12.

Is a private shelter required or regulated in South Africa?

No. No South African law or official page found sets an obligation, a permit or a declaration specific to private shelters. A shelter is treated like any other structure, under ordinary municipal building plan approval.

Is there a South African technical standard for shelters?

No. South Africa publishes no official technical standard or approval scheme for civil protection shelters. There is therefore no South African reference for blast protection, fallout protection or ventilation. Our guides on protection factor, shelter ventilation and NBC filtration explain these notions using agencies from other countries; they are not South African rules.

Which rules would apply if I want to build one?

The ordinary rules for building work in your municipality. Phaenyx has not reviewed municipal building regulations for shelters and does not say whether a given project needs approval or what it requires. Ask your municipality before any work, and have the project designed by a qualified engineer: anything underground or load-bearing is structural work. Phaenyx gives no construction instructions.

Our guides on burying a container, reinforcing a container, radon underground and humidity and mould describe the main issues to raise with an engineer.

What does official guidance recommend instead?

  • Supplies at home: at least three days, with five litres of water per person per day 1. See emergency supplies.
  • Evacuation, not shelters, around Koeberg: residents are guided to mass care centres 2. See public shelters.
  • Staying informed: SAWS warnings and, near Koeberg, sirens. See alerts.

No. South Africa has no approval scheme for civil protection shelters.
