Short answer. Luxembourg publishes no permit, declaration requirement or legal obligation specific to private shelters, and no official civil-protection guidance on building one was found. No official technical standard or approval scheme for shelters exists in its published civil-protection material. The official protective action is to shelter in the nearest solid building, ground floor or cellar, for generally no more than 48 hours 12.

Is a private shelter required in Luxembourg?
No obligation to build or keep a shelter in homes is published. Luxembourg publishes no shelter-specific permit, declaration or legal obligation for private households, and no official guidance on how to build a private shelter was found.
Is there a Luxembourg shelter standard?
No. No official technical standard or approval scheme for shelters exists in Luxembourg's published civil-protection material. There is therefore no Luxembourg benchmark against which to compare a product or a design. General concepts, each with its own sources, are explained in our guides: What is a shelter's protection factor?, How should a shelter be ventilated?, What is NBC air filtration? and Safe room standards.
Does Luxembourg have public shelters to rely on?
No public shelter network, count or locator is published 12. A parliamentary question in March 2024 asked whether Luxembourg has bomb shelters and how many 3; the Defence Minister's reply of 22 March 2024 gave no figure 4. See Public shelters in Luxembourg.
What does official guidance rely on instead?
Sheltering in ordinary solid buildings 12:
- Take shelter in the closest house or building, even if it is not your home.
- Prefer the ground floor or the cellar, in rooms with few or no windows.
- Close doors, windows and shutters; switch off heating, ventilation and air conditioning; shut off any rainwater collection system.
- Expect a limited period, generally not more than two days (48 hours) 1.
Solid enclosed buildings give protection up to 10 times higher than outdoors; vehicles do not give sufficient protection 12.
What should I check before any shelter project?
- Ordinary building and planning rules were not reviewed here for shelters specifically, so Phaenyx does not say whether a given project needs a permit. Ask your commune before any work.
- Anything underground or load-bearing needs a qualified structural engineer. Phaenyx gives no construction instructions. See What does it take to make a shipping container safe underground? and Burying a container: what to know first.
- Ground conditions matter for any below-grade room; see Radon in underground spaces and Humidity and mould in shelters.
Frequently asked questions
Is it legal to build a bunker in Luxembourg?
Luxembourg publishes no shelter-specific law, permit or obligation. Ordinary building rules may still apply; ask your commune.
Is my cellar good enough?
The official advice for a radiological release names the ground floor or the cellar, in rooms with few or no windows, as preferred places to shelter 12.
