Short answer. Lithuania asks every household to be self-sufficient for 72 hours, with 12 litres of drinking water per person for those 72 hours and an evacuation bag for each family member 12. The Fire and Rescue Department runs lt72.lt, which lists shelters and explains sirens and Cell Broadcast alerts 134. Free iodine tablets go to residents within 100 km of the Astravets plant 5, and 112 is the emergency number 6.

What is Lithuania's official preparedness guide?

The online campaign is LT72, named after the 72-hour self-sufficiency target: the lt72.lt website and the LT72 mobile app, both from the Fire and Rescue Department 1. The national booklet is the Ministry of National Defence guide Ką turime žinoti apie pasirengimą ekstremaliosioms situacijoms ir karo metui: rimti patarimai linksmai, linked from lt72.lt in its 2022 edition (ISBN 978-609-412-202-6) 8. It is also published in English as What We Need to Know About Emergency and Wartime Preparedness. Earlier editions came out in 2014 (full edition) and 2015 (first shortened edition) 8.

Where should I start?

Three steps cover most of what the Lithuanian authorities ask of households:

  1. Supplies. Build a 72-hour stock of food and water and pack one evacuation bag per family member 12. Start with the kit checklist.
  2. Know the signals. Learn what the 3-minute pulsating siren means and check that emergency alerts are switched on in your phone 410. See alerts.

Then put it in writing with a family emergency plan.

What is still being confirmed?

One point is not yet confirmed and is not presented as fact on these pages: whether a shelter built in a private house needs a construction permit or a declaration. No official text on it was found, and the legal register could not be read 7. The build a shelter pages say so where relevant.
