Can I build a private shelter in Iceland?

Iceland publishes no law, permit or standard for private shelters. The Civil Protection Act contains no shelter requirement.

Updated 2026-10-20· 5 official sources

Short answer. Iceland publishes no rules on private shelters. The civil protection legislation listed by Almannavarnir, the Civil Protection Act no. 82/2008 and its regulations, contains no shelter requirement, no permit and no declaration procedure 1. There is no obligation to have a shelter, no specific permit, and no official technical standard or approval scheme 1.

Is a private shelter regulated in Iceland?

No. Iceland publishes nothing on this subject 1:

  • Obligation: none. Icelandic homes are not required to have a shelter.
  • Specific permit or declaration: no specific provision.
  • Technical standard or approval: Iceland publishes no technical standards or approval scheme for shelters.

The absence of a shelter rule does not mean a project is free of rules. Ordinary construction rules were not reviewed here, so Phaenyx does not say whether a given project needs a building permit. Ask your municipality before any work.

Did Iceland ever register protective buildings?

During the Cold War, all buildings giving 100-fold or greater protection against radiation compared with open ground were registered; a 2005 Almannavarnir report says the emphasis on this has since declined 2. No current register of such buildings is published in the sources reviewed. The idea of a protection factor is explained in what a protection factor means.

What does a shelter project involve, in general?

Because Iceland has no shelter standard, there is no Icelandic benchmark to design against. Our general guides describe the concepts, each with its own sources:

Anything underground or load-bearing needs a qualified structural engineer. Phaenyx gives no construction instructions; see what it takes to make a buried container safe for why.

What does Iceland recommend instead?

The official model is a prepared household, able to manage for at least three days, and evacuation to Red Cross mass-care centres when the home is unsafe 34. Evacuation orders come from the National Commissioner of Police or the local police chief (and/or the Icelandic Met Office), and residents must comply 5.
