Short answer. In France, national preparedness advice comes from the SGDSN guide "Tous responsables", published in November 2025 12. It asks households to be self-sufficient for 72 hours, with 6 litres of bottled water per person 1. Warnings come from sirens and FR-Alert phone notifications 13. There are no public shelters; the instruction is to shelter in a solid building 1.

Information verified on 20 October 2026.

Who is responsible for emergency preparedness in France?

The Secrétariat général de la défense et de la sécurité nationale (SGDSN) publishes the national resilience guide and runs the Vigipirate plan 1. The Ministry of the Interior runs FR-Alert 3. Locally, the prefecture and the town hall (mairie) give instructions, and the prefect orders iodine intake 16.

The guide "Tous responsables. Face aux risques, agissons : bien préparés, bien protégés, tous engagés" was published on 20 November 2025 2. It covers crises of any origin, from natural disasters to armed conflict, in three parts: be prepared, be protected, get involved 2. An easy-to-read (FALC) version exists 2. The Journée nationale de la résilience is held on 13 October each year 2.

What should a French household do first?

  1. Build a 72-hour kit with 6 litres of water per person, following the SGDSN list 1.
  2. Learn the siren signal: three cycles of 1 minute 41 seconds; the all-clear is a continuous 30-second tone 1.
  3. Write the emergency numbers on paper 1.
  4. If you live near a nuclear site, check your address on Géorisques and collect free iodine tablets from a participating pharmacy 6.

Our general guides go further: family emergency plan, 72-hour kit, water per person and shelter or evacuate.
