Short answer. Colombian law contains no rules specific to private bomb or fallout shelters: no permit, declaration or obligation for shelters was found. Any construction falls under ordinary building licences and the seismic building code NSR-10, which UNGRD cites as the code in force 12. Have any project designed by a licensed structural engineer.
Is a permit required for a private shelter?
No shelter-specific permit exists in official sources. A shelter is treated like any other construction: it needs the ordinary building licence from the local authority and must comply with the Reglamento Colombiano de Construcción Sismo Resistente NSR-10 (Law 400 of 1997, Decree 926 of 2010) 2. Ask your municipal planning office in writing before any work.
Why does the seismic code matter?
NSR-10 is the only structural code cited in UNGRD's preparedness material 2. Colombia is exposed to earthquakes, and any buried or reinforced structure has to be designed for the loads on your site. This is engineering work, not a do-it-yourself project. Phaenyx gives no structural instructions.
Are there official shelter standards?
No. Colombia has no technical standard or approval scheme for blast or fallout shelters. That is why there is no Colombia page on shelter standards. In practice, the design standard is the one your engineer applies under NSR-10.
What legal duties do residents have?
Law 1523 of 2012 makes residents co-responsible for risk management. They must act "with precaution, solidarity and self-protection, both personally and regarding their property, and obey what the authorities decide" 1. Public and private entities must also prepare a disaster risk management plan under Decree 2157 of 2017 (article 42 of Law 1523) 1.
What should you check before starting?
- The building licence your municipality requires, and the NSR-10 requirements for your site.
- Who your licensed engineer is, and who signs the design.
- Groundwater, waterproofing and ventilation.
- What protection you aim for, expressed as a protection factor.
