Short answer. Chile has no law or official guidance on private shelters or bunkers. We found no permit, declaration or obligation specific to them; ordinary building rules apply, as for any construction. Chile also publishes no technical standard for civil protection shelters. Check with your municipality before any work and have the design done by a qualified engineer.
Is there a Chilean law on private shelters?
No. Our review of official sources found no Chilean law, regulation or official guidance that sets a permit, declaration or obligation specific to private shelters. A buried or reinforced structure is treated like any other construction: ordinary building rules apply.
Is there a technical standard for shelters in Chile?
No. Chile publishes no technical standard or certification for civil protection shelters. In practice, the standard your project follows is the one your engineer applies. Our guides on protection factor, shelter ventilation, NBC air filtration and radon underground give you the vocabulary to discuss it.
What does the state offer instead?
Chile's public protection model is evacuation. SENAPRED publishes commune evacuation maps showing evacuation areas, routes, meeting points and safe areas 1, and its Visor Chile Preparado map lets you look them up by address 2. Chile has no public blast or fallout shelter network; see the Chile public shelters page.
What should you check before building?
- Whether your project needs a building permit from your municipality, as any construction would. Ask in writing.
- Whether your plot lies in a tsunami, volcano or wildfire evacuation area on SENAPRED's maps 12. An underground room is no substitute for evacuating when SENAPRED's guidance says to leave.
- Who designs the structure and signs for it. Phaenyx does not give structural instructions: soil and water loads, waterproofing, access and ventilation are an engineer's job.
- How you will handle damp, condensation and air quality underground; see our shelter humidity and mould guide.

Who is the national authority for disasters?
SENAPRED, the national disaster prevention and response service, coordinates civil preparedness 3. Its published material covers household kits, family plans, alerts and evacuation, not private shelter construction.
Frequently asked questions
Do I need a special permit for a bunker in Chile?
No shelter-specific permit exists in the official sources we reviewed. Ordinary building rules apply, so ask your municipality what your project requires.
Is there an official shelter certification in Chile?
No. Chile publishes no technical standard or certification for civil protection shelters.
Should I build a shelter instead of following evacuation maps?
SENAPRED's guidance is built around evacuation for tsunami, volcano and wildfire 12. Whatever you build, keep your evacuation route and meeting point in your family plan.
