Short answer. Ukraine keeps a state fund of civil-protection structures: blast shelters, anti-radiation shelters, dual-use buildings, mobile shelters and basic shelters such as basements 1. At the start of 2025 it counted 62,655 sites covering 48.8% of the population 2. You can find the nearest one in the Diia app, under "Незламність" (Resilience) > "Укриття" (Shelters) 3.
How many shelters does Ukraine have?
Two official figures exist, from different dates:

The figures come from different publications and are not directly additive. Both say the same thing: about half the population has a place in a shelter.
What types of shelter exist?
The Civil Protection Code and the shelter fund distinguish five types 12:
- Сховище (blast shelter): a sealed structure, providing protection for at least 48 hours.
- Протирадіаційне укриття (anti-radiation shelter): unsealed, at least 48 hours.
- Споруда подвійного призначення (dual-use structure): a building used day to day that can serve as a shelter.
- Первинне (мобільне) укриття (primary or mobile shelter): short-term protection of up to 4 hours, for example at bus stops and in parks.
- Найпростіше укриття (basic shelter): a basement or other underground space, at least 48 hours.

How do I find the nearest shelter?
Use the Diia app: open "Незламність" (Resilience), then "Укриття" (Shelters) 3. Each entry shows the address, type, rating, a photo, access information and capacity, with a route to it 3.
The map is not available in Donetsk, Luhansk, Zaporizhzhia and Kherson oblasts for security reasons 3. There, ask your local authority for shelter addresses.
Must shelters be open at all times?
Yes. Under the Civil Protection Code, a shelter that is ready for use must have round-the-clock, unobstructed access for the population groups it serves: "повинен бути забезпечений цілодобовий та безперешкодний доступ відповідних груп населення" 1.
Is Ukraine building more shelters?
Yes. The Strategy for developing the shelter fund to 2034, approved by Cabinet order No. 183-р of 4 March 2025, plans 2,300 new shelters in its first stage, 2025-2027 2. According to Deputy Interior Minister Oleksii Serhieiev on 27 November 2025, 74% of the population would be protected after stage one and 91% by 2034 4.

Why is my oblast missing from the Diia map?
The map is switched off in Donetsk, Luhansk, Zaporizhzhia and Kherson oblasts for security reasons; local authorities give the addresses 3.
What share of people have a shelter place?
About half: 48.8% at the start of 2025, and 50% according to the Interior Ministry in November 2025 24.
