Can I build a private shelter in Thailand?

Thai law has no rules on private household shelters: no specific permit, declaration or obligation. The 1979 Civil Defense Act was repealed in 2007.

Short answer. Thailand publishes no rules on private household shelters: no specific permit, no declaration and no obligation to build one. The Disaster Prevention and Mitigation Act B.E. 2550 (2007), which repealed the Civil Defense Act B.E. 2522 (1979), does not deal with private shelters 1. Thailand also publishes no technical standard for blast, fallout or household shelters.

Is there a law on private shelters in Thailand?

No. The current framework for civil protection is the Disaster Prevention and Mitigation Act B.E. 2550 (2007). It repealed the "Civil Defense Act B. E. 2522 [1979]" and contains no provision on private household shelters 1. Its shelter rules concern temporary places that disaster directors provide during a disaster; see public shelters.

What does Thailand have, and not have?

Point Thailand
Obligation to have a shelter none
Specific shelter permit or declaration none
Public funding for private shelters none published
Technical standard for shelters none published
Law in force for civil protection Disaster Prevention and Mitigation Act B.E. 2550 1

Does that mean no permit is needed?

Not necessarily. The absence of shelter-specific rules says nothing about ordinary construction rules. Phaenyx has not reviewed how Thai building regulations apply to underground or reinforced structures, so this page does not say what a given project requires. Ask your local authority before any work.

Who can design a shelter?

Anything underground or load-bearing is structural work: it needs a qualified engineer. Phaenyx gives no construction instructions. Our guides explain the concepts with their own sources, so you can discuss them with a professional:

Is a shelter the right priority?

For most Thai households, everyday disaster preparedness comes first: knowing how alerts reach you (alerts), with guides on tsunamis, floods and earthquakes. A 72-hour bag (kit) and a family plan (/guides/family-plan) are the first steps.
