Short answer. The Philippines publishes no current law or official guidance on private blast or fallout shelters: no specific permit, no declaration and no obligation. Ordinary construction falls under the building permit of the National Building Code (Presidential Decree No. 1096). The only related text found is Executive Order No. 116 of 1968, which set up an advisory committee on fallout shelter design 1.
Is a private shelter required or regulated?
No. No Philippine law requires homes to include a shelter, and no shelter-specific permit or declaration exists.
Which rules apply if I want to build one?
Because there is no shelter-specific regime, a project is treated like other construction: it needs a building permit under the National Building Code (PD 1096). Phaenyx has not reviewed how the Code or local permit offices treat underground or reinforced structures, so this page does not say what a given project requires. Ask your city or municipal building official before any work.
Anything underground or load-bearing is structural work. It needs a licensed civil or structural engineer, not a generic plan. Phaenyx gives no construction instructions. Our guides on burying a shipping container and what it takes to make a container safe underground explain why.
What did Executive Order No. 116 of 1968 do?
Executive Order No. 116 (signed 26 January 1968) created an Advisory Committee on the Design and Construction of Fallout Shelters. It was asked to evaluate the fallout-shelter potential of existing structures, to recommend shelter designs, and to stimulate shelter construction by building owners 1. No rules resulting from that committee, and no current follow-up, were found. The order does not create a permit or a standard that applies today.
Is there a Philippine technical standard for shelters?
Not for blast or fallout protection. The only official shelter standards are for public evacuation centers under the Ligtas Pinoy Centers Act: buildings designed for winds of at least 300 km/h and earthquakes of at least magnitude 8.0 2. These are natural-hazard standards, not protection against blast or radiation. See shelter standards.
What should I consider first?
In the Philippines, PAGASA warns of tropical cyclones 3 and PHIVOLCS of volcanic activity 4. Any underground room also raises questions of water, humidity and air. Check your location's hazard exposure on HazardHunterPH 5, then read about ventilation, humidity and mold, protection factor and safe room standards.
Frequently asked questions
Do I need a permit to build a bunker in the Philippines?
There is no shelter-specific permit. Ordinary construction requires a building permit under the National Building Code (PD 1096); ask your local building official.
Is there an official Philippine bunker standard?
No. The only official shelter standards cover evacuation centers and natural hazards 2.
