Short answer. The official Dutch emergency kit (noodpakket) is meant to cover the first 72 hours after a disaster or emergency 1. It lists bottled water at 3 litres per person per day, long-life food, a battery radio, a torch, a first-aid kit, blankets, a whistle, tools, hygiene products, document copies and spare keys 1, plus EUR 70 in cash per adult and EUR 30 per child 2.

What is on the official Dutch list?

Each line below follows the Denk vooruit list 1, with the cash amount from the government's own answer page 2. Where no quantity is given, none is added.

How do I size the list for my household?

Only water and cash are quantified. For water, multiply 3 litres by the number of people and by 3 days 1: two adults and one child need 27 litres. For cash, two adults and one child come to EUR 170 under the government's advice 2. For the rest, think of everyone in the household, including babies and pets 1. Our guides on water per person, food shelf life, first-aid kits, vulnerable people and pets go further.

Where should the kit be kept?

In an easy-to-reach place, in a waterproof bag such as a backpack in case you have to leave suddenly; check it every six months 1. Note the FM and DAB frequencies of your regional public broadcaster, the emergency broadcaster, which are listed on denkvooruit.nl 3. The context behind each item is on the emergency supplies page.
