What emergency supplies does Malaysia recommend?

Malaysia recommends a 72-hour emergency bag (Beg Kecemasan) for flood-risk households. Official lists name items but give no quantities.

Updated 2026-10-20· 3 official sources

Short answer. Malaysian authorities promote a grab-and-go emergency bag, the Beg Kecemasan or Bug Out Bag, to survive 72 hours during a disaster 2. It is aimed above all at households in flood-risk areas, which the National Security Council (MKN) encourages to keep a bag in every home 1. The official lists name about ten types of item but give no quantities, and recommend no long-term home stockpile 12.

What is the official Malaysian emergency bag?

Two infographics, both republished by the National Security Council (Majlis Keselamatan Negara, MKN), set out the official advice:

  • "Beg Kecemasan" (3 December 2024), an infographic by the National Disaster Management Agency (NADMA) titled "Bag Kecemasan Ketika Bencana" 1;
  • "Beg Kecemasan: Bug Out Bag (BOB)" (26 September 2024), by the Information Department (Jabatan Penerangan Malaysia), credited to MET Malaysia 2.

The second defines the bag in these words: "Bug Out Bag atau BOB adalah beg yang mengandungi barang-barang keperluan untuk bertahan selama 72 jam ketika menghadapi krisis bencana atau keadaan yang tidak dapat dielakkan" 2. In English: a bag containing the essentials to last 72 hours when facing a disaster or an unavoidable situation.

What goes in the bag?

The two lists overlap. NADMA's infographic lists 10 items without numbering or quantities; the Information Department list adds shoes, a blanket, a safety jacket, medicines and hygiene items 12. Combined, they cover:

Category Items named in the official lists
Water and food Water bottle and clean water; long-life food 12
Light, power, information Torch and batteries; mobile phone and power bank; battery-powered portable mini radio 1
Clothing and protection Clothing, shoes, blanket, safety (life) jacket 2
Health Emergency kit, medicines and personal hygiene items 2
Money and papers Cash; important documents 1
Signalling Whistle 1

The full list, line by line with the Malay terms, is on the official kit list page.

How much water and food should I keep?

The official lists do not say. Neither infographic gives a quantity for water or food, and neither recommends a home stockpile beyond the 72-hour bag 12. If you want a reference for quantities, our guides explain the figures used by other agencies: How much water to store per person per day? and What goes in a 72-hour emergency kit?. These are not Malaysian rules.

Why is the advice focused on floods?

The MKN advice is addressed to residents of flood-risk areas, who are encouraged to keep an emergency bag in every home 1. In a flood, households may have to leave quickly for a temporary evacuation centre (PPS); Malaysia has 9,058 of them, able to hold up to about two million people 3. A packed bag means you leave with water, documents, medicines and a phone charger rather than looking for them as the water rises. See Public shelters and our guide How do you prepare for a flood?.

How should I prepare the bag?

The official lists do not give packing instructions. A few practical points follow from the items they name:

  • keep important documents together so they can be taken in one movement; our guide Which documents and how much cash to keep for an emergency? can help;
  • keep the power bank charged and check torch and radio batteries;
  • add the medicines each person takes regularly, since the official list names medicines but not which ones 2;
  • one bag per household is the MKN wording ("in every home") 1; larger households may need more room.
