Do I need a shelter-specific permit?
No shelter-specific permit, declaration or legal obligation is published 12. That does not mean any project is allowed: general construction rules may still apply to work on your property. We have not checked those rules for shelters. Ask your local building authority before planning anything.
Is there an official shelter standard?
No. There are no current official technical standards or certification for shelters in the laws in force, namely the Disaster Management Act, decree 234/2011 and the 2021 Defence Act 12. Treat any claim of "Hungarian shelter certification" with caution and ask what technical references a design is based on.
