Short answer. Georgia has no published public siren code and no branded cell-broadcast system. By law, in an emergency that threatens life or health, mobile network operators and the public broadcaster must transmit emergency messages to everyone in Georgia at the request of the Emergency Management Service (EMS) 1. The regulation of the national notification system has never been adopted 12.
Does Georgia have warning sirens?
No official description of a public siren network, or of what siren signals mean, was found 13. The National Civil Security Plan names the ways the public is informed: broadcasters, mobile and fixed telephone networks, and the internet. If those networks fail, loudspeaker vehicles of the Patrol Police are used 3.
Will you get an alert on your phone?
Article 12(3) of the Law on Civil Security says that in an emergency that threatens, or may threaten, human life or health, electronic communications companies and the public broadcaster ensure, at EMS request, the transmission of emergency messages and other information 1. No branded cell-broadcast system or test schedule was found 1.
Why is the warning system not fully regulated?
Article 12(5) says the notification system's regulation is approved by the Government 1. The original Article 72 of the 2018 law, since repealed, required it by 1 January 2019 1. The amendment of 26 June 2025, in force on 1 September 2025, again tells the Ministry of Internal Affairs to draft it (Art. 44¹(1)(b)), so it is not yet in force 2.
