Short answer. Cyprus has no permit or declaration specific to a private shelter. A shelter is building work, so the ordinary rules apply: a building permit under the Streets and Buildings Regulation Law (Cap. 96, s. 3) 1 and planning permission under the Town and Country Planning Law (s. 21) 2. No law requires a household to have one; only certain bodies and larger buildings can be ordered to 3.
Do I need a permit to build a shelter at home?
Yes, the ordinary ones. Section 3(1) of Cap. 96 forbids erecting a building, or altering, adding to or repairing an existing building, without a permit obtained beforehand from the competent authority 1. The Town and Country Planning Law defines "development" as building or other works in, on, over or under land, and section 21 forbids starting development without planning permission, subject to the provisos in that section 2. Neither the Civil Defence Law nor its general regulations add a separate permit for a family shelter 34. Ask your municipality's planning and building office which applications your project needs.
Is anyone required to have a shelter?
Not households in general. Regulation 42 of the Civil Defence (General) Regulations 1997 lets the Council of Ministers issue an order requiring local authorities, school authorities and owners of "independent institutions" to build suitable shelters to Civil Defence instructions, within a set period, and to keep them clean, safe and equipped 3. An "independent institution" is a business (bank, factory, private school, office, hotel, shop and so on) or an apartment block or other building where more than 20 people live or work 3. The Council of Ministers can exempt a body where Civil Defence finds construction impossible 3. The Civil Defence Law 1996 is the basis for these rules 4.
What happens to private basements used as shelters?
Civil Defence can requisition a space as a shelter; the owner must hand it over clean and ready within 24 hours of the requisition order 3. After an inspection, Civil Defence can ask for sanitary facilities or wall strengthening in such spaces, with any approvals needed and a grant whose rate the Council of Ministers sets 3. Until 2023, Cyprus created shelters in basements of private homes; the Ministry of Interior has since focused on large public spaces such as underground car parks 7. In March 2026, 288 shelters in private basements were changed to private use for owners and tenants only 5.
What is the 5% building bonus?
Since 11 March 2026, developments with a basement can use a building coefficient increased by 5% if part of the basement is made available to Civil Defence as a shelter 5. It applies to new applications and approved developments, residential, commercial, office or mixed use, mainly car parks 5. Civil Defence published the procedure on 12 October 2026 6:
- get a consultation number from the planning authority, then send Civil Defence form ΕΔ2 with title, survey and architectural plans;
- the space must be a basement of at least 50 m², with at least one water tap, one sanitary space and natural or mechanical ventilation;
- it stays a protective space for the life of the building, is marked by Civil Defence and listed in the SafeCY app as public;
- the planning permit carries a condition for an owner-Civil Defence agreement before the certificate of approval.
Are there technical standards?
For the incentive scheme, Civil Defence assesses location, area, exits, materials, fire safety, water, sanitation, openings and ventilation 6. Materials must meet Cap. 96 and fire safety must meet Fire Service requirements 6. These criteria are for shared basements, not a design code for a family shelter. A shelter is a structural project: consult a licensed engineer, who checks your site and building and prepares the building and planning applications 12. Phaenyx gives no construction instructions. Background: protection factor, shelter ventilation, NBC filtration, radon underground and humidity and mould in shelters. Most existing shelters are basements converted with the owners' consent 9.
Frequently asked questions
Do I need a special permit to build a family shelter in Cyprus?
No special one. You need the ordinary building permit under Cap. 96 1 and planning permission under the Town and Country Planning Law 2. Ask your municipality before starting.

No general rule requires it. A Council of Ministers order under regulation 42 can require shelters from local authorities, schools and buildings with more than 20 occupants 3.
Does the 5% bonus apply to a single house?
It concerns developments with a basement, mainly car parks, in residential, commercial, office and mixed-use projects, and the shelter must be at least 50 m² 56. The planning authority decides on the incentive 6.
