Can you build a private shelter in Belgium?

Belgium publishes no permit, obligation, standard or official guidance for private household shelters. Official advice is sheltering indoors.

Updated 2026-10-20· 2 official sources

Short answer. Belgium publishes no permit, declaration requirement or legal obligation for private household shelters, and no official guidance on building one 12. No Belgian technical standard or approval scheme for civil-defence shelters was found on official crisis-management sites 1. National guidance relies instead on sheltering in ordinary buildings: a central room, doors and windows closed 12.

Is a private shelter required in Belgium?

No. Belgium publishes no legal obligation for households to have a shelter 12. There is no public shelter network either; see Public shelters in Belgium.

Is there a shelter-specific permit in Belgium?

No shelter-specific permit or declaration requirement is published by the national crisis authorities 12. That does not mean any underground work is free of rules: ordinary building and planning rules were not reviewed here for shelters, so Phaenyx does not say whether a given project needs a permit. Ask your municipality before any work.

Is there an official Belgian shelter standard?

No Belgian technical standard or approval scheme for civil-defence shelters was found on official crisis-management sites 1. There is therefore no official Belgian benchmark to compare a product against. General concepts such as protection factor, ventilation and NBC air filtration are explained in our guides, with their own sources.

What does Belgium recommend instead?

Sheltering in the nearest building, whether home, workplace or any other building: close doors and windows, switch off ventilation and move to a central room, for a few hours and up to 24 hours at most 12. Evacuation follows if the situation does not improve 12.

Keeping the official 72-hour kit makes that easier; see Belgium's emergency supplies.

What should I think about before any construction?

  1. Your municipality's position on the building and planning rules that apply to your plot.
  2. A qualified structural engineer for anything underground or load-bearing. Phaenyx gives no construction instructions; see What does it take to make a shipping container safe underground? and Can you bury a shipping container as a shelter? for why.
  3. Whether a dedicated structure fits your situation, compared with the official advice to shelter in a central room of an ordinary building 1. See Shelter in place or evacuate?.

Frequently asked questions

Is it legal to build a bunker in Belgium?

Belgium publishes no shelter-specific law, permit or obligation 12. Ordinary building rules may apply; ask your municipality.

Does Belgium have shelter construction guidelines?

No. No official guidance on building one and no technical standard were found 1.
